When using two monitors with the primary monitor placed south of the secondary one, the title bar of maximised windows on the lower monitor is buried under the gnome-panel, i.e. the window is incorrectly sized.

I can confirm this bug.
Additionally a maximized window on the upper monitor is also incorrectly sized because the statusbar is under the bottom panel

this is a duplicate of bug #339692
(although #339692's name does not reflect that entirely)
