In Ubuntu Lucid David Siegel reported:

Default input should be placed in the first text entry: First Name. Currently, default input focus is placed in the second entry (Last Name).

To reproduce the issue, launch Empathy with no accounts configured to trigger the new account creation wizard. Choose to not create any accounts, and you will be asked to enter information for a "People Nearby" account. It's in the "People Nearby" step that the input focus default needs to be changed.
