Make gnome-about-me a single instance app by using libunique

I am attaching a patch that makes gnome-about-me a single instance app, by using libunique.

This of course begs the question whether all capplets should be unique apps?

The gnome-about-me is especially prominent in Ubuntu because it's available directly via the Me menu.

GOTCHA: The code is inspired by the unique-app code from the g-c-c shell. I have discovered that the windows are not correctly brought to the current workspace when the app is started from another workspace than it is shown on. This is a bug in g-c-c as well.

gnome-about-me was replaced by accountsdialog, and it already is single-instance, as it is a gnome-control-center shell panel.
