There are two options where we don't have mnemonics

go to edit -> preferences -> mail preferences -> general tab 

1) Enable magic space bar 

2) Highlight quotations with color

In today's master branch I see:

  Enable magic s_pace bar

  Highlight _quotations with color

I don't see mnemonic in my preference settings, could be due to gtk+ ?
I build only evolution and friends from sources, others are used from system and i have gtk2-2.18.6-0.1.3.i586 installed.

Perhaps related to your font?  This is what I see with "Sans 10".

I also have Sans 10 font. I checked with jony who build all the packages from sources specially gtk+ and he also sees mnemonic there :/
