Clicks in the blank areas inside the more apps pane should not dismiss it, however, I have found that the area at the top above the app icons does dismiss the pane.

Sorry to add more noise - There is also a problem that not all areas outside the pane itself are sensitive to clicks which should dismiss the pane. To dismiss the pane, the user should be able to click anywhere outside of it, but currently it seems this only works on clicks over the workspace preview.

Does "anywhere outside" include the activities button?

Yes - and of course any click on the Activities button should just close the overview anyhow.
