Patch to scale SVG exports

When exporting SVG, the diagram scale parameter is ignored.  This makes it impossible to export SVGs of different rendered sizes.  A fix for this bug is attached.

Not going to be fixed as 'bug'. Might get reconsidered with an updated patch as outlined on dia-list.
