multi-layer XCF which triggers the bug when saved as .mng

A GIMP on Windows user commented on a recent blog post of mine, and said, that GIMP's 'file-mng.exe' crashed when he/she tried to save the file as .mng (see https://patrick-nagel.net/blog/archives/199#comment-12536).

I reproduced this bug with a freshly installed GIMP 2.6.8 on Windows XP.

Attached is a simple XCF file with two layers. Save it as "test.mng", options during saving don't seem to matter, and observe how file-mng.exe crashes. Saving MNG files works without any problem on various Linux systems.
