Clicking on FORMAT and CELLS gives a NUMBER tab that is completely blank.  Mouse over the window in the tab, and all the options appear: General, Number, Currency, etc.  Same problem for DATA, FILL, RANDOM GENERATORS, UNCORRELATED.  The RANDOM NUMBERS tab shows Lower Bound and Upper Bound labels with no text boxes for data entry.  Click anywhere to the right, and you can enter the number you want.  Click on the other box, it appears, but the first box's number disappears.
