Currently, Aplication Development Manual doesn't mention pad blocking, but, as I did need it when I was writing and aplication, I assume some others might as well.

Maybe until someone has time (or knowleadge) to write it to Aplication Development Manual properly, this could be linked: http://cgit.freedesktop.org/gstreamer/gstreamer/tree/docs/design/part-block.txt
