Patch to hide decorator tooltip depending on a gconf key

Some people may want to disable annoying tooltip from the decorator bar.

I propose here a patch to command that behavior depending on /desktop/gnome/interface/hide_decorator_tooltip gconf key. TRUE will hide them. FALSE or no value/key will fall to default behavior, showing tooltips.

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all
old feature requests in Bugzilla which have not seen updates for many years.
