Description of problem:
When several subnets are added to the ignored hosts list of
gnome-network-properties, the generated $no_proxy (and $NO_PROXY) environment
variable ends with a dangling comma. Because of this wget never uses the proxy
at all. If I simply remove this final comma, wget works just fine.

This is set by gnome-terminal.  This code was recently changed (see https://bugzilla.gnome.org/show_bug.cgi?id=596688 ) so its possibly broken; possibly fixed.
