accounts are not created during initial setup

when started empathy for the first time create an account for google talk and click apply it will ask to create an account for 'people nearby' create it or ignore it and click apply. google talk account in both cases is not created. but if accounts are created again by clicking accounts in edit menu then account can be created. originally reprted at: https://bugs.launchpad.net/ubuntu/+source/empathy/+bug/517973
I just tried and the account assistant did create the google talk account. Empathy logs would be useful to understand this issue.
to reproduce I deleted ~/.mission-control ~/.config/Empathy ~/.gconf/empathy and then rebooted and started empathy again it asked for account creation as first assistance I created and ignore people nearby account and there was not account. this issue persists in 2.29.90

I managed to reproduce this issue in master.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
