gtk-doc/help/manual/Makefile.am
contains
DOC_LINGUAS = de el en_GB es sv te

and that covers all the languages that have been in git so far. 

I added the recently committed ones, so that the list is now
DOC_LINGUAS = bn_IN de el en_GB es gu sv te
