Caribou does not warn users when gnome a11y is disabled

When Gnome a11y is disabled, Caribou should prompt the user to enable it (or let them know it won't work until it is enabled). This could be done on a window or command line.

This patch should help with that. The patch checks whether the GNOME a11y is enabled or not. If a11y is not enabled it prints a message and exits. Hope this helps!!! Cheers
