The Window List Applet in GNOME should offer a setting to permanently set an X number of rows

However, in some circumstances, the "window list applet" fails to use its settings and its style changes to be only on 1 row. See the attached screenshot "window-list-applet-bug.png", that explains visually the bug. I can always reproduce this bug with these steps: 1) gnome-panel preferences are displayed in the attached screen shot "gnome-panel-preferences.png". 2) "window list applet" preferences are displayed in the attached screen shot "window-list-applet-preferences.png". 3) Open more than 1 window, for example Nautilus and gnome-terminal. 4) Open the attached file "reconst_accident_fr.pdf" with Evince, or visit the website http://sisinmaru.blog17.fc2.com/ on a browser (I can reproduce the bug with Firefox, Epiphany and Liferea). Actual result: the "window list applet" style changes. There's no longer 2 rows. This is not a bug report, but an enhancement request. The Launchpad report has been updated to reflect this. I have found other GNOME reports that ask for this feature, such as bug 110787, but this idea doesn't seem to have been visited in several years. Is this something that the GNOME team is still not interested in implementing?
More precise description: The "Window List Applet" automatically adjusts the number of rows based on the height of the panel. However, due to the varying heights of the titles for some windows (due to the height of the characters of different languages, for example), this causes the applet to sometimes switch between one and two rows without the height of the panel changing. Instead, it would be nice if there were an official setting so a specific number of rows could be set for the applet, so that it can always be two rows, even if the title doesn't completely fit.
