It would definitely enhance the usability if it were possible to just drag a file on a chat window in order to initiate a transfer of the given file. 

The inconvenient way at the moment is 
1) to open up the contact list
2) search for the contact you want to start the transfer with
3) right-click the contact to open up the context menu
4) select file transfer from the context menu
5) select the file from the file chooser

This has already been implemented in 2.29.
