Thanks for taking the time to report this bug. The current implementation requires METAR station codes in order to provide weather conditions (see http://www.weather.gov/tg/siteloc.shtml); the ones which are listed in Locations.xml.in are the only station codes listed on the NOAA site. The plan is to replace the Locations.xml.in file with a more dynamic mechanism (bug #530178) for Gnome 3.0, so this should be fixed as part of that effort.
Why Lithuanian cities are missing in all GNOME releases after 3 years? I've put a lot of work to report this bug at 2010, but it seems no GNOME developers care about smaller Europe countries, like Lithuania :( Now gnome-shell-extension-weather also use libgweather and Lithuanian people can't see weather data in most cities (see https://github.com/Neroth/gnome-shell-extension-weather/issues/136 ) :( Please accept my list of Lithuanian major cities into libgweather: # FIPS-code [Latitude] [Longitude] Level Name [ # comment ] # Lithuania.
