According to the fdo Desktop Entry Specification, the Icon is a 'localestring' value.  Meaning that the localized icon key should be preferred over the non localized one.

To reproduce, create a .desktop file with an lines:
Icon=gtk-cancel
Icon[<locale>]=gtk-apply 

gnome-panel will properly show the 'gtk-apply' icon, where nautilus will show the 'gtk-cancel' icon.

Starting with version 3.28, nautilus will not handle the "files on desktop background" feature. For better alternatives, read this blog post https://csorianognome.wordpress.com/2017/12/21/nautilus-desktop-plans/
