User scenario:
1. System isn't connected to the internet
2. the user is trying to run an internet application
3. (the idea) the network manager will pop up and ask the user if he would like to connect with the default setting or create a new one

It would useful specially for a new user who have no experience with the UI.

bugzilla.gnome.org is being shut down in favor of a GitLab instance. 
We are closing all old bug reports and feature requests in GNOME Bugzilla which have not seen updates for a long time.
