[enh] autodetect network access and ask user about connection

System isn't connected to the internet 2. the user is trying to run an internet application 3. (the idea) the network manager will pop up and ask the user if he would like to connect with the default setting or create a new one It would useful specially for a new user who have no experience with the UI.
