"When you first log in, and mouse-over the nm-applet (don't click), it doesn't show any tooltips. 

The similarly if you're trying to connect to an other network. there are no tooltips.

It would be ideal it nm applet says "connection available" in the first case and "trying to connect to xxxx network" in the second one "

I supposed this is just Ubuntu removing the tooltips for design reasons and then this upstream bug report can be closed.

bugzilla.gnome.org is being shut down in favor of a GitLab instance. 
We are closing all old bug reports and feature requests in GNOME Bugzilla which have not seen updates for a long time.
