Currently it is not possible to set the resolution or frame rate for video calls from within Empathy. Such a setting would be nice to have.

The user should not have to bother with such things. In the not-so-distant future, Farsight2 will dynamically select these things based on the receiver's capabilities as well as the detected network bandwidth.
