open nautilus and press right arrow key instead of bringing focus to the icons the focus is on the toolbar.

I can confirm, this is quite annoying.
Change the status to NEW

Confirming. The change happened at the transition between 2.28 and 2.29, possibly due to the toolbar and split view work. Hope this gets fixed soon, it is _very_ annoying.

I tracked this down to

If I understand the message correctly, this is to avoid the right pane getting the focus on upon starting split view mode.

Originally, I actually moved the focus to the right side on purpose, with the logic being "focus that new thing that I just actively requested". I don't have a strong oppinion about it though.
