Windows opened from "target=" links lack a tab bar

Steps to reproduce: 1) Create html file with contents as follows: <html><a href="http://slashdot.org/" target="_new">Test link</a></html> 2) Open html file. 3) Open link (with regular or middle-click) 4) In resulting window open a bookmark in a new tab Expected behavior: - New window opens, and behaves normally. Observed behavior: - New window opens, but doesn't have a tab bar. Attempts to open further links in a new tab result in a new window instead. Even if the "Always show tab bar" option in gconf is turned on, no tab functionality exists in the new window.
This behavior only occurs with a regular or middle-click. If "open in new tab" or "open in new window" are explicitly specified in the context-menu, the behavior is correct.
Also does not occur if /apps/epiphany/general/open_new_windows_in_tab is enabled.
