If I'm not mistaken, there is no ability to block/ignore a buddy or stop him from messaging you other than to talk him into that. :-) There should be a context menu option or a separate dialog to selectively ignore known/unknown contacts AND authorization requests, especially for the ICQ protocol. Spam is one of the major known problems of ICQ protocol, ICQ is the most popular IM protocol in Russian Federation, so this is rather a "Severity: critical" request. :-)
