At the moment, help is not available form the help menu on Windows, because the needed functionality for this is not ported to Windows.

The problem is that Evince uses a gnome specific 'ghelp:' protocol that is not working out of the box on Windows. 

I do not think it is worthwhile to port this protocol to Windows. It might be better to wait for (or help) the freedesktop.org project to come up with a cross platform solution (and implement it in gtk?). Hopefully, that could integrate nicely with the windows help system.
