Report save feature is disabled unless report title changed

Steps to reproduce: 1) Create a report 2) Open the options dialog and change the report title 3) Close options dialog. "Save Report" icon is enabled. Click it to save the report. 4) Open options dialog. Change some option *other* than report title. 5) Close options dialog. "Save Report" icon is disabled. I think it should be enabled so that the user can re-save the report with the new options.

This is still a problem in GnuCash 2.4. Saving a report is only possible if you change the title. Changing title just to get your report saved is annoying for many reasons, here are few: * If you want to save over the same report, you need to change the title twice. * If you are tweaking with the options, you need one additional generation of the report with a new title if you decide to save the tweaked options. * Report generation is not fast, so making user to re-generate report just to save its options, is not very nice.
