The preferences window of Nautilus is too big for smaller screens, like those of netbooks.
The original reporter has got a resolution of 1024x576, and this has as a result that the Help and Close buttons are outside the screen. Even removing the panels doesn't help, which means that even on a 600px high screen the preferences window wouldn't display correctly with panels in the default setup.

The preferences window should be adapted to be usable without shortcuts on smaller screens as well as regular screens.
