On FC11, I have 
gstreamer-plugins-good-0.10.16-1.fc11.i586
and the updates daemon found that an update for 
gstreamer-plugins-base was available. 
But when I tried to install it, I got:

This is a problem with your distribution, you should bring up the issue with them.
