The user should be able to configure which monitor is the primary on GNOME Shell (the one which displays the top menu bar and activities sidebar). This could be implemented as some kind of flag on the gnome-display-properties application or somewhere on the GNOME Shell itself.

Use case:

A laptop user may want to configure an external monitor as the primary display (especially when you have a big external monitor and tiny laptop monitor), but on other situations this same user may want the laptop monitor to be the primary (E.G. if a projector is connected on the external port).

This is really bug 588041 (which is about implementing this in gnome-display-properties).
