Dragging windows over wallpaper hogs CPU.

Heavy jerkiness and CPU hogging occurs when a window is moved/dragged over the wallpaper. Rendering is smooth and fluid when the wallpaper is disabled. This is an upstream report from here. https://bugs.launchpad.net/ubuntu/+source/nautilus/+bug/472177
Works really fine here, even on my very old Dell 630m laptop (which has an intel 915 integrated graphic card). I think your X server is somehow not using the right drivers, or DRI is disabled. Closing this as NOTGNOME.
