I connected an external monitor while the shell was running and now I have two problems:
 1. alt-tab shows up on the second monitor (ie. not the one with the top-bar)
 2. The overview shows up on the second monitor - leaving a blue background on the primary

We should only show the tab-bar, alt-tab, and overview on the primary monitor.

That should only happen if the newly-attached monitor was declared monitor 0...

At any rate, this is mostly bug 584526; we don't track xrandr/xinerama changes, so if you change the number of monitors, all bets are off.
