When in a location with two APs of nearly the same strength, NetworkManager constantly switches back and forth between every scan depending on which one happened to be stronger. This results in unusable wireless experience on the desktop as my connection dies every 2 minutes.

NetworkManager does not control roaming; you'll need to refile against the "wpa_supplicant" package for your distribution.

wpa_supplicant 0.6.x and lower have know hystersis problems with similar strength APs, and 0.7.x will have a better roaming framework.  But this isn't an NM problem at this time as the driver and the supplicant determine when and where to roam.
