The ruler's handy, but when positioning elements with guides or such it is often vital to be able to position elements on positions depending on the size of the document rather than absolute distance from the edge.

This is where percent-based units on the ruler come in.  I find this absolutely vital in my work and really don't want to always have to manually calculate pixel ratios.

This will most likely need bug 170760 to be really useful.
