When I create a text layer and later decide I need to resize it to fit new contents, the only option is to change the layer boundaries.  Unfortunately, this also rasterizes the layer (without warning!  shouldn't this warn you?) causing all textual metadata to disappear and be converted into pixel data.

I suggest changing boundaries of a text layer never rasterizes the layer.
