this bug has been reported here:

I have added an icq-contact. Everything works, but after logout/logon or Chat->Quit the contact is lost.

Now I have to re-add the contact everytime I want to use it.

It happens on Ubuntu 9.10rc

Thanks for reporting the bug.  Could you tell us what version of telepathy-haze you're running, and whether this happens to every contact you add, every ICQ contact, or just this person?

Also, we just released Empathy 2.28.1.1 in case you want to upgrade.

The Empathy & Telepathy logs would also be useful; use http://live.gnome.org/Empathy/Debugging or http://telepathy.freedesktop.org/wiki/Debugging to get telepathy-haze logs, Empathy logs, and logs for Telepathy's mission-control.

I think there woun't be any log for this as if empathy is loading ICQ users from the server it woun't find the user on it.

In my opinion your bug is caused by the fact that there is no way to do the same as in official ICQ "get status" (-> see screenshot) will do

If, after adding a user, you don't use this get status in ICQ the user woun't be synced and you don't see him online next time - or even the status at the same time.

Yesterday you said me (om26er) that empathy devs wouldn't add this get status thing for ICQ only - but iirc MSN uses something equal.
And in fact - i can't add any ICQ user atm - this makes empathy nearly unusable for new users or ?

This really seems to be a synchronization problem. See my post on https://bugs.launchpad.net/empathy/+bug/461400. I'm not sure if it has to do with the "get status"-option though because when I am using ICQ on a Windows machine it always synchs contacts automatically.
