Run gconf-editor
Set the gconf key disable_restart_buttons to true
/apps/gdm/simple-greeter/disable_restart_buttons

Expect result:
Set to true to disable showing the restart buttons in the login window.

Actual result:
Restart button is shown on the right-bottom panel

you have to right click on the key and set it as the default for the system.
