Right clicking on image files (or maybe those of a certain size/aspect ratio?) should offer "Set As Desktop Background".

Not sure I completely agree with this.
The context menu is already quite full in Nautilus (given that most distros, in addition to the basic menu items, ship at least the file-roller and nautilus-sendto extensions by default), expecially on the Desktop, where we also have "Stretch Icon" and "Restore Icon's Original Size".

On the other hand I really like the basic idea of integrating the file manager more deeply into the Desktop, and offer some common actions for the files the user interacts with.
One good thing wrt. this would probably be make the "Information" sidebar more useful by adding common actions there. This is also on Alexl's plans for the future, I think.
