On a note, when I try to open the Properties window, it work but the window
is something like 20x20px, not resizable. (see attach screenshot)

The Preferences menu from the Stickynotes icon in gnome panel works fine.

I could reproduce it even with a new system user (to have gnome's default
setting), dpkg-reconfigure gnome-applets (didn't do much)...

Same behaviour in OpenBSD with both Gnome 2.24 and Gnome 2.28.

I liked the self-explainable context menu in the titlebar of a note. So I hope it's a bug and not intention that its gone in 2.28.x.

Meanwhile you can open at least the individual notes properties by double-click into the titlebar of a note.

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.

If you can still reproduce this issue in a currently supported version of GNOME (currently that would be 3.38), then please feel free to report it at https://gitlab.gnome.org/GNOME/gnome-applets/-/issues/
