When StickyKeys is enabled on the login screen, pressing/releasing the following keys in order, taking care to not press more than one at the same time, should allow the user to switch to the bottom panel: Ctrl, Alt, Tab.

It does not work on the login screen, but it does work in the normal user session.

I can verify that this does not work in the GDM screen.  However, in my testing, this also does not seem to work in the normal user session after I enable sticky keys.

we now use a normal user sesssion, slightly tweaked for the login screen.
