Add tooltip on hyperlinks in calendar/memos/tasks that says "Ctrl-click to open link"

Currently when there is a blue hyperlink when composing a mail, or viewing a task/memo/etc, it can be opened by CTRL-clicking on it. However, this behavior is not easily discoverable by users. To aid discoverability, a tooltip could be added on these links, saying something like "Ctrl-click to open link".
Created attachment 145881 [details] [review] evo patch for evolution; This is for all but composer. Let it be our secret about the composer, as it isn't ready for such thing there. I fixed two other things as well: - offset of -1 for url detection (if a space is at the end of it) - mouse cursor changes only if the widget is focused (it has issues detecting Ctrl up event when the widget isn't focused)
