Add introspection.m4 and use it's GOBJECT_INTROSPECTION_CHECK macro

This patch adds the introspection.m4, which is used by all projects i've seen
that offer introspection support and uses the provided
GOBJECT_INTROSPECTION_CHECK macro, which allows to properly enable/disable g-i
support.

If wasn't sure if m4/ is the way to go, so please change it to whatever you
like best.
