Make it easier to snap apps volume to the sink/source levels

As per: https://bugzilla.redhat.com/show_bug.cgi?id=523802 It's currently hard to "bind" app volumes to the sink or source volume level, and there's no visual cues on how it will behave.
Mass move to gnome-control-center.

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
