Run epiphany for the first time on a new profile. A wizard will ask you about accounts, chose the last option "No, I just want to see people nearby for now". I would expect the salut account to be created, but it is not.

Tested on Fedora Rawhide (empathy 2.28.0). May be a Fedora bug, but I don't see any patch¹ which could cause it, so I filed upstream.
