Summary
  If you choose "No, I just want to see people online nearby by now" on first time setup, lo xmpp local account is created

Steps to reproduce
  * Start empathy on a "fresh" user account
  * Choose "No, I just want ..." on first time assistant
  * Clic close
  * Open Preferences > Accounts

Current results
 No local xmpp account was create.

Expected result
 Create a local xmpp account (and enable it) using your username
