In some keyboard layouts, Alt+` is not usable as a complement to Alt+Tab
for window cycling in an application. For instance, BE keyboard layout
places ` besites <enter> and this char can only be accessed through the
use of AltGr, and this makes it a weird, worse-than-emacs key combo...

As an alternative and quick workaround, I propose to allow using arrow keys
to select applications and windows. Below is a patch to do just that.

This goes along with the allowed use of the mouse, and works around the
fact that the key above tab is not ` in all keyboard mappings.

there's already a patch for this at the end of bug 590563
