Icon missing (1 of 2)

Running a gnome-panel with only the notification area on it on Jaunty or Karmic
Alpha: one or two icons will load on startup (i.e. volume and nm) but a third
won't. For example, after starting transmission, no icon appears. It seems to
be loading on some level, as right-clicking on various spaces on the
notification area will deliver the context menus, but they're all shifted over
to the wrong icon since the new one isn't being shown. As soon as a fourth icon
is added, they all display normally. See screenshots.

Is it GTK+ 2.17.x or 2.18.x? If yes, then it'd be bug 588059.

Actually, this was occurring in 2.27.x, but I don't see it happening in 2.28.x
