CPU Frequency applet should adjust frequency of all cores, not just one

Currently the CPU Frequency Scaling Monitor adjusts only the frequency of the core that you selected to 'monitor' in the preferences. But this makes the app kind of useless, since one would normally want to change the governor of all available cores in one go.
