Almost all .po files I've submitted recently (tested yes) are accepted into DamnedLies; but they just lie there and are not merged into the main po-file.
How come? 
This involves a bunch of translations submitted to 2.28 and ExtraApplications.

Are there additional steps to get them validated?

The team coordinator does not have GIT access to submit translations.

The repository access has been fixed. 
Now all pending translations have been submitted into the GIT version control system.
