Many cyrillic language speaking users came to GNOME from the Windows world and have their plain text documents in WINDOWS-1251/other windows codepage variants (and there are not many who use different variants of KOI-8). GEdit tries to autodetect document`s codepage, but in the question of KOI vs. CP1251 usually wins the first encoding in the list (/apps/gedit-2/preferences/encodings/auto_detected).
So, I propose to change the priority of CP1251 codepage over KOI-8.

Sorry for the late response, the auto_detected preference is managed by the translator, so if you can tell us the language we can report to the translator of your language and he can decide which one is better.
