When obsoleted enrties are to be kept in the po file,
they should appear in the message table.

This depends a bit on #59418 as if we introduce a separate list for
the obsolete messages/status for them, then we can simply integrate
the Obsolete messages as a different group into the table.

I don't think that obsolete messages should be visible to the user.

If they become present and active messages the user does also see them
again,
 so the best thing to do would be to hide all of them from the user as
long
  as they are obsolete.
